Search for major hazards performance indicators

The HSE’s Major Hazard Strategic Programme is looking for new health and safety performance indicators (SPIs) for the major hazard industries. It says that most industries report on ‘lagging’ indicators (i.e. events that have occurred) that are “not necessarily predictive of major hazard accidents as these are low frequency, high consequence events”. It is also difficult to assess industry progress in terms of reducing the likelihood of these events. The purpose of a new study within the overall programme is to help develop a single framework for peformance indicators that can be applied across the various Major Hazards sectors. The project is outlined in a 22 page report (HSL/2007/31) at: www.hse.gov.uk/research/hsl_pdf/2007/hsl0731.pdf
